David McFadden, President
David McFadden is President and CEO of the Yakima County Development Association (YCDA), a county-wide nonprofit agency that creates jobs and secures public and private capital for expanding companies. McFadden joined YCDA in 1989 and has led the organization’s efforts to diversify the economy by recruiting and retaining businesses. He has also provided support to dozens of local companies on expansion projects. McFadden specializes in site selection, business finance, and permitting assistance. He also manages a public works investment fund that helps companies defray or eliminate on- or off-site development costs.
McFadden served as a Regional Finance Specialist for the Washington State Department of Community and Economic Development. (CTED). He has also worked for a downtown redevelopment organization and a statewide labor organization.
McFadden has an undergraduate degree in Environmental Science and a Master’s degree in Political Science, both from Western Washington University. He is a Certified Economic Developer (CED), and an Economic Development Finance Professional (EDFP).
Tammy Everts, Business Development Director
Tammy started at New Vision in the fall of 2006. Ms. Everts is responsible for helping Yakima area manufacturers with expansion or modernization projects, so she is very familiar with tax credit and financing programs. She also has an excellent grasp of local and statewide labor markets, job training resources, and business taxes. Tammy is also an affiliate staff person for Impact Washington, an organization that offers lean manufacturing and process improvement services to manufacturers. Ms. Everts is also the director for the Yakima Valley Entrepreneur Network, which provides introductory business development workshops, resources and other events for entrepreneurs.
Prior to New Vision she worked in municipal government for the cities of Grandview, Richland and Prosser, Washington and Soda Springs, Idaho. Everts received her undergraduate degree from the University of Idaho and completed her Master’s in Business Administration from City University.
Lisa Pearl Smith, Business Development Director
Lisa started at New Vision in November of 2008. She is responsible to businesses that are considering Yakima County as a potential business location and providing customized information and support to these firms. She initiates New Vision’s marketing activities, maintains the office’s industrial site and building inventories, and provides confidential support to business evaluating locations in Yakima County.
A Tri-Cities, WA native, Ms. Smith has 20 years of sales and customer service experience. She received her AA degree in accounting from Columbia Basin College in Pasco, WA and attended Central Washington University.
Paula Lally, Office Manager/Bookkeeper
Paula joined New Vision in January 2009. Her background consists of 30 years in healthcare management and accounting, with special focus on practice managment protocols. She is the author of multiple healthcare manuals and articles, and conducted numerous seminars throughout the Pacific Northwest for many years.
Paula administers financial, bookkeeping and daily office procedures. She also provides administrative support to staff, compiles area demographics, county statistics and other projects.
